It is mandatory to have a mat to roll the maki. If you do not have a mat, you can make a small ball of rice and place the garnish on top of each ball (like when you make sushi). If you would like to experience the taste of a maki without using the mat you can cut each nori in smaller pieces and place the rice and your garnish on each small nori and then roll them like a crepe. It is easier to eat the maki like this and does not take time at all.
